PROPERTY TRUSTS AND THE WISH PROGRAM

We now have an opportunity to learn about yet another tool to increase the stock of affordable housing inventory for persons with developmental disabilities…. a real property trust where private parties (usually parents or other family members) would leave property in a trust. Lisa Mills, Executive Director of the Wisconsin Initiative on Sustainable Housing, will share her knowledge and expertise in initiating and implementing a property trust program.


The California Affordable Housing Institute is a creative collaboration of individuals and organizations dedicated to enriching the lives of people with developmental disabilities. Our primary focus (purpose is to advance the development of quality, affordable housing options throughout the State of California.)

This Summit is designed for individuals or organizations interested in creating affordable housing options for people with developmental disabilities.

Two key sessions will be presented:

  • Session 1 - Property Trust Overview
  • Session 2 - Strategies on Development, Maintenance and Promotion of Property Trusts

WISH is a non-profit organization, controlled by people with disabilities and their families, whose mission is to provide, finance, manage and maintain the availability of safe, decent, affordable, accessible, and sustainable housing for people with disabilities. Through a national demonstration project grant from the Joseph P. Kennedy, Jr. Foundation, WISH is working to create the first pooled, charitable, statewide housing trust in the United States to hold and manage houses for the benefit of people with disabilities who need long-term, affordable housing.

Session 1 (Overview)
Thursday November 17, 2005

  • Review of pooled trust
  • Charitable status of trust
  • Role of trustee and trust manager


Session 2 (Strategies)
Friday November 18, 2005

9:30 am - 12:00 pm
  • Build on knowledge of property trusts and learn the specific details of how the WISH trust works in practices.
  • How to establish a criteria for accepting property
  • Developing a viable long-term budget for each home including setup and administrative fees charged by coalition,
  • How to set up sub-accounts, important documents
  • Strategies for attracting families and individuals with disabilities
  • Outreach and education
  • Gaining support of service delivery system including residential support providers
